What ERC panels need to believe

For Starting, Consolidator, Advanced and Synergy Grants, the panel is not looking for a balanced three-criterion Horizon scorecard. It is deciding whether the research idea and the PI or PI group meet the level of scientific excellence expected from ERC.

PROJECT

The research question has to feel genuinely consequential

Part I needs to make a compelling case for an original and creative idea, an important open question and an overall strategy capable of advancing knowledge in the field.

  • The open question is intellectually sharp
  • Ambition is clear without depending on hype
  • The proposed advance is distinct from incremental continuation
PI

The track record must make the ambition believable

Panels consider intellectual capacity, creativity and the scientific expertise required to execute the project. Outputs matter because of what they demonstrate, not because of a mechanical metric count.

  • Selected outputs support the proposed scientific direction
  • Contributions and intellectual ownership are understandable
  • Career context helps the panel interpret the record fairly
STEP 2

Feasibility belongs where implementation is evaluated

In the 2026 structure, detailed methodology, work plan, risks, mitigation and resource justification sit in Part II and are assessed at Step 2 together with the scientific case already examined at Step 1.

  • Methodology is strong enough for the stated ambition
  • Risks are scientific risks, not generic project-management filler
  • Resources and time commitment are credible and justified

ERC proposals often fail because the panel cannot defend the level of ambition or cannot connect the PI record, research question and execution strategy into one exceptional case.
