HORIZON EUROPE PROPOSAL STRESS TEST

Stress-test a Horizon Europe proposal before evaluators do

A polished narrative is not enough if the logic breaks between the topic, objectives, methodology, expected outcomes, impact pathways, work plan and consortium. Ruthless checks the proposal as one connected evaluation case, not as a collection of well-written sections.

THE EVALUATION LOGIC

What Horizon Europe evaluators are actually scoring

For Research and Innovation Actions and Innovation Actions, the 2026-2027 General Annexes keep the familiar three-criterion structure. The difficult part is making every section reinforce the same project logic.

EXCELLENCE

Ambition must survive contact with methodology

Objectives need to be clear and pertinent, the work must go beyond the state of the art, and the methodology must make the ambition credible rather than merely repeat it.

  • Objectives are specific enough to be assessed
  • State-of-the-art gap supports the claimed advance
  • Methodology, assumptions and disciplines fit the objectives
IMPACT

Expected outcomes need a credible pathway

The proposal needs to show how project results can contribute to the expected outcomes and impacts in the Work Programme, with dissemination, exploitation and communication serving that pathway.

  • Expected outcomes map to concrete project results
  • Impact claims include mechanisms, users and evidence
  • Exploitation and communication support the actual pathway
IMPLEMENTATION

The work plan has to prove the story can happen

Work packages, effort, resources, risk management and consortium roles must make the project executable. A strong idea with a weak delivery architecture is still a weak proposal.

  • Work packages connect directly to objectives and results
  • Effort and resources are proportionate to the work
  • Partner roles explain why this consortium is necessary
WHERE PROPOSALS BREAK

Where strong Horizon Europe proposals still lose points

The most expensive weaknesses are often cross-document weaknesses. Each sentence can look reasonable while the proposal as a whole stops adding up.

8 recurring weaknesses to pressure-test

Outcomes without measurable results

01

Expected outcomes are mentioned but not translated into project-level results and KPIs.

Objectives disconnected from delivery

02

Objectives look measurable in isolation but do not drive the methodology or work packages.

Impact without an adoption mechanism

03

Impact pathways jump from project outputs to large European impacts without a credible adoption mechanism.

Roles without ownership

04

Consortium roles describe competence but do not explain task ownership, necessity or added value.

Generic risks

05

Risk sections list generic risks that do not test the real technical or implementation assumptions.

Reused logic from another topic

06

A reused proposal still carries the logic of the previous topic after the wording has been updated.

Insufficient specificity

07

Claims stay generic instead of naming actors, baselines, target values, timing, quantities or accountable owners.

Unsupported credibility

08

Important claims rely on assertion instead of recognised references, comparable evidence or verifiable proof points.

HOW RUTHLESS CHECKS IT

How Ruthless stress-tests a Horizon Europe draft

The goal is not to rewrite the proposal. It is to show where the evaluation case is fragile and where revision effort is most likely to matter.

#01RUTHLESS CHECK

Lock the programme context

Ruthless evaluates the draft in the selected Horizon Europe context rather than applying a generic grant checklist.

#02RUTHLESS CHECK

Test criterion-level logic

Scores and findings are organised around assessable criteria and the relationships between objectives, evidence, outcomes and delivery.

#03RUTHLESS CHECK

Surface readiness blockers

Submission Readiness separates a polished document from a draft that still contains unresolved conditions.

#04RUTHLESS CHECK

Rank the next revisions

The Priority Action Plan turns findings into a sequence of changes, then version comparison shows whether the next draft improved.
